The Zero Suicide model is a comprehensive, multi-setting approach to suicide prevention and grant recipients will be expected to implement all seven elements of the Zero Suicide framework: Lead, Train, Identify, Engage, Treat, Transition, and Improve. ADDED ON DECEMBER 11, 2025: SAMHSA has issued a funding forecast to transform community behavioral health systems so they can provide comprehensive and coordinated behavioral health care by: (1) assisting organizations in the planning for the development and implementation of a new CCBHC that meets the CCBHC Certification Criteria; (2) providing a comprehensive range of outreach, screening, assessment, treatment, care coordination, and recovery supports based on a needs assessment that aligns with the CCBHC Certification Criteria; and, (3) supporting recovery from mental illness and/or substance use disorders (SUDs) by providing access to high-quality mental health and SUD services, regardless of an individual’s ability to pay.
